<p>Union Volunteer Emergency Squad, Inc. (UVES); the 9-1-1 EMS provider to the Town of Union; located in the southern tier of New York State along the Pennsylvania border, is announcing the opening of three new positions within the organization to facilitate the continued growth of emergency medical services to the community by our combination career/volunteer department. UVES is a 501-c-3 organization responding to 8,000 requests for service annually. Service to the community is established from three stations located within an approximately 45 square mile territory. The Town of Union is the 18th largest township within New York State, having a resident population of approximately 56,000 residing in suburban and rural zones. <p>These positions are dual purposed positions, providing on-duty shift supervision and focused development and growth of core areas within the organization. As shift supervisor, the Deputy Director will be responsible for, at a minimum, the active coordination of organizational activities to assure the smooth consistent delivery of clinical services by providing leadership to clinical staff members. They will encourage professionalism and a caring approach amongst all providers by coaching, facilitating and leading the workforce in the consistent achievement of high quality patient care delivery and skills proficiency with consistently outstanding customer satisfaction. As a Shift Supervisor, the Deputy Director’s will be responsible for assuring the appropriate consistent use of medical protocols, incident command, safety standards, policy and standard operating guidelines with the exhibition of common sense and good judgment at all times in addition to demonstrating the highest degree of professionalism and customer service. As Shift Supervisors, the Deputy Directors will:</p>
<p> Coach, facilitate and oversee the activities of subordinate staff of assigned work group to assure compliance with organizational objectives, policies, procedures and protocols.</p>
<p> Be responsible for all activities that occur with assigned and/or on-duty workgroup. Takes an active clinical assignment on the Ambulance as required.</p>
<p> Assign crews to clinical response and daily activities for each tour of duty.</p>
<p> Manage all incidents that arise during the course of an assigned shift. Complete duty rosters in response to sick call in accordance with established policies. Administrate daily schedule to ensure consistent staffing of resources. Add additional unit hours as authorized by policy or senior leadership.</p>
<p> Collects, reviews, corrects, completes and distributes all required shift paperwork.</p>
<p> Reviews all PCR, narcotics and key accountability logs, truck logs, inventory, equipment maintenance and repair order request data to assure its completeness and entry into the appropriate data management systems, and prepares it for processing prior to the close of the assigned shift.</p>
<p> Assures the conduct and performance of the assigned shift is within the established framework of the organizations policies, procedures and established organizational benchmarks.</p>
<p> Promotes effective communications between all work groups.</p>
<p> Investigates and reports on all incident reports; pro-actively responds and resolves customer [internal and external] complaints or deficits within established parameters.</p>
<p><strong>Specific:</strong></p>
<p><em><strong>Corporate Compliance:</strong></em></p>
<p>In addition to functioning as an on duty supervisor, this position will be responsible for enhancing, developing and coordinating corporate compliance programs for UVES. The individual responsible for this core area of the organization will take a lead in developing and enhancing key areas inclusive of, but not limited to HIPAA, Medicare and Medicaid compliance programs, Corporate Quality Improvement programs, clinical credentialing processes, corporate policies, procedures and protocol, NYS DOH BEMS operating certificate compliance and recruitment of clinical compensated employees.</p>
<p><em><strong>Training:</strong></em></p>
<p>In addition to functioning as an on duty supervisor, this position will be responsible for enhancing, developing, managing and coordinating aspects of the organization in regards to internal training and credentialing of all members. The individual responsible for this core area of the organization will take a lead in developing, enhancing and managing core areas inclusive of, but not limited to corporate education initiatives and objectives, provider certifications and/or licensing, CME programs, orientation programs, distributive and simulation education, administering clinical affiliation agreements, and coordinating and leading organizational staff development and meetings.</p>
<p><em><strong>Community Outreach:</strong></em></p>
<p>In addition to functioning as an on duty supervisor, this position will be responsible for enhancing, developing and coordinating aspects of the organization in regards to corporate community outreach and education. The individual responsible for this core area of the organization will take a lead in developing, enhancing and managing core areas inclusive of, but not limited to clinical educational internships and affiliations, volunteer membership recruitment and retention, corporate marketing initiatives, corporate press releases (functions as the press officer) to market the agency and community programs, and UVES website management and development.</p>
<p><strong>Qualifications:</strong></p>
<p>Experience</p>
<p> Two years experience as a Critical Care or Paramedic.<br />
 One year experience in a supervisory capacity. EMS/Healthcare/Emergency Service supervision desired.</p>
<p>Education</p>
<p> High school diploma or GED<br />
 Graduate of an accredited NYS Critical Care or Paramedic Training Program<br />
 Associate’s degree (Bachelor’s Degree preferred) from an accredited college or university; or equivalent related experience and/or training; or equivalent combination of education and experience, desired (Preferred areas of study: EMS Management, Healthcare Administration, Business Management, Education).</p>
<p>Certifications/Licenses</p>
<p> Current NYS Certification at or above EMT-CC. Paramedic preferred.<br />
 Current AHA BLS Healthcare Provider certification.<br />
 Current AHA ACLS Provider certification.<br />
 Current AHA PALS or equivalent desired relevant to clinical rank. Instructor<br />
 Current Operator’s License or ability to obtain in 30 days.<br />
 NIMS ICS 100, 200, 700, 800 certified. ICS 300 and 400 certification within one year.<br />
 EVOC, Incident Command, Hazard Materials Awareness, Weapons of Mass Destruction, Operations and Blood Borne Pathogens credentialed.</p>

<p>ENDICOTT &#8212; A plan to overhaul the emergency medical service in the village has been put on hold.</p>
<p>Mayor  John Bertoni issued notice to the village firefighters&#8217; union on April  24 that the department&#8217;s EMS program would be terminated on May 31,  putting emergency medical care in the village solely in the hands of  Union Volunteer Emergency Squad.</p>
<p>Amid  concern from village board members and opposition voiced by the  association of Town of Union emergency medical workers, Bertoni said he  is now pushing back his plan while the details are ironed out.</p>
<p>&#8220;I don&#8217;t want to split the community; I don&#8217;t want to split the board,&#8221; Bertoni said. &#8220;I&#8217;m not non-amenable to working it out.&#8221;</p>
<p>UVES  is staffed by about 90 members, split roughly evenly between paid and  volunteer workers. It covers the entire Town of Union from three  stations, one of which is located at 323 Maple St. in Endicott.</p>
<p>Currently,  both firefighters and UVES paramedics and EMTs respond to medical calls  in the village, with the firefighters typically arriving first.</p>
<p>It will take more time, Bertoni said, to ensure the transition doesn&#8217;t negatively affect response times.</p>
<p>&#8220;If  UVES says that this is going to take eight months, well then that&#8217;s  fine,&#8221; Bertoni said. &#8220;As long as it takes until I can make sure that  Maple Street is fully functional and can adequately answer calls in just  as good a fashion as needed.&#8221;</p>
<p>Matthew Fellows, executive  president of UVES, said he is still working through plans to rearrange  operations so they flow smoothly in the absence of help from  firefighters.</p>
<p>&#8220;We are examining whether or not to add additional resources, because the impact will require additional time on task,&#8221; he said.</p>
<p>In  a written statement, the union representing UVES paramedics and EMTs  weighed in on the matter last week, saying it fears the termination of  the EMS program &#8220;will lead to a reduction in the quality of services currently provided to Endicott residents.&#8221;</p>
<p>Matthew  Lee, vice president of the union, said the ambulance at the Maple  Street station is often on other calls and can be as far away as Binghamton General Hospital on the city&#8217;s South Side &#8212; or further, if it is out on a mutual-aid call.</p>
<p>&#8220;Even  if it&#8217;s just one day where the ambulance is just extremely busy, and  there could be multiple calls on the same day where the ambulance is 10  or 15 minutes &#8212; or on some occasions even more &#8212; behind the fire  department,&#8221; Lee said.</p>
<p>Bertoni said the directive was meant to cut  the runaway costs in the fire department and to keep firefighters at  the station to make sure staffing is adequate for fire-protection duty.</p>
<p>Under the current arrangement, two firefighters on each shift are assigned to the department&#8217;s medical vehicle at a time, and they receive a stipend of 53 cents per hour while on  medical duty. Firefighters are still considered on call for fires while  they are out on medical calls.</p>
<p>In 2010, the department responded to 686 fire calls and 1,799 medical calls, according to Fire Chief Stephen Hrustich.</p>
<p>Endicott taxpayers now pay to fund both UVES and the stipend firefighters get for EMS duty, Bertoni said.</p>
<p>Village  property owners will contribute $46,594 to the total $260,000 in Town  of Union taxpayer assistance UVES will receive in 2011. However, the  operating revenue UVES receives comes mostly from insurance and other  fees attached to specific responses, according to Fellows.</p>
<p>Trustees Frank Tinklepaugh and Cheryl Chapman said last week they are opposed to the plan to terminate the EMS program without further dialogue. Trustee Frank Flint withheld opinion on the plan.</p>
<p>Trustee David Baker said he could support the measure, but he said it needs more time for discussion.</p>
